Last week, Microsoft rolled out Windows 11 Dev Build 23516 to users in the Windows Insider Dev Channel.
However, this version has been identified with a significant problem where the taskbar might frequently disappear and not reappear.
Given that this is a developmental build, some issues are expected.
This also underscores why it’s not recommended for users to install test versions on their primary devices, to avoid disruptions to their work.
Regarding the problem at hand, upon upgrading to this version, users may experience an automatic disappearance of the taskbar, and even a system restart might not resolve the issue.
The root cause of the problem remains unclear, and the Windows development team is currently investigating.
Microsoft acknowledges the serious taskbar issue in Windows 11 Dev Build 23516, for which no immediate solution is available.
Here are some suggested actions provided by Microsoft:
1. If the taskbar disappears, leave the computer idle for 5-6 minutes. Some users have reported that the taskbar might reappear with a system sound.
2. Attempt to bring back the taskbar by restarting the device. However, it’s important to note that this method isn’t guaranteed to be effective for all users, as some might still not see the taskbar return after a restart.
3. If the issue becomes unbearable, users can consider rolling back to the previous version. This can be done by navigating to Settings, then Windows Update, Advanced Options, and finally, choosing the rollback option.

If the system becomes unresponsive, you can press Win+L to lock the screen. Then, while holding down Shift, click the power button on the login screen. Choose the restart option.
This will initiate an automatic entry into WinRE mode upon system restart.
In WinRE mode, follow these steps: Troubleshoot > Advanced Options > Uninstall Updates > Uninstall Latest Feature Update (e.g., BitLocker might require a password for decryption) > Uninstall Feature Update.
This process will revert to the previous version until Microsoft addresses the bug and releases a new version, at which point upgrading can be considered again.
